Why Is This Needed?

Online Freedom of Speech Act - Amends the Federal Election Campaign Act of 1971 to exclude communications over the Internet from the meaning of public communication subject to the Act.

Why does speech over the Internet need a special exemption? I thought speech (especially political speech) was one of those things the government was not supposed to limit. In fact, isn't a great deal of the Constitution supposed to tell what the Government it could not do?

Here is the vote on the bill. It is late and has been a long day, however it is reported simple passage is not sufficient to have this measure approved. I will have to look further into it.
