A Congressional Power Grab.
Congress is attempting to usurp powers that belong to the Executive.
When the executive wiretaps Al-Qaeda sourced communications this is not FISA material. Remember Al-Qaeda is at war with us and we have finally decided to reciprocate. The Congress does not have the Constitutional Authority to enact laws that essentially direct the actions of the executive in his role as Commander in Chief.
Would Congress go back in time and regulate the conduct of ULTRA?
