What Does This Mean?

COMMON THREAD: Shooting feral cats and mourning doves. Robberies. Sexual assault. Bomb scares in schools. Shootings in schools, churches and on the streets. Age 21 to drink and gamble. Age 18 to vote and smoke. Age 16 to drive. Age 15 for temps. Age 12-13 to baby sit. Age 10 to hunt. Something to think about. It all involves responsibility.

I am at a complete loss as to what Ms. Damsheuser is driving at. Do you have any idea? Letters like Ms. Damsheuser's should be a controlled substance!
